What Warning Systems Operate in Poland

In Poland, several complementary channels function. The three most important are RCB Alert (SMS), alarm sirens, and Regional Warning System (RSO). Additionally, there are announcements on radio and television and, in some threats, notifications from IMGW and local authorities.

1. RCB Alert – SMS to Your Phone

RCB Alert is the most commonly used warning system, operated around the clock by the Government Security Center. The content of warnings comes from ministries, police, fire department, Border Guard, IMGW, and voivodes. The legal basis is the crisis management act (art. 21a–21b), which obliges mobile operators to send the RCB message free of charge to subscribers in the specified area (the smallest area is a county).

• No registration is required – the message reaches all phones in the threatened area.
• It works independently of the operator.
• It does not matter if you are a resident of Poland or a tourist – what counts is that the phone is logged into a Polish mobile network.
• The sender of the message is ALERT RCB.

Sirens are used for very rapid warnings to a large number of people. The acoustic signals are strictly defined in regulations (Regulation of the Council of Ministers of February 23, 2024, on detection of contamination and notification of its occurrence – Dz.U. 2024 poz. 290; replacing the now-defunct regulation from 2013). The most important thing: do not panic. Then:

• enter the nearest building if you are outside,
• close windows and doors if there is a risk of contamination; turn off ventilation/air conditioning,
• turn on the radio, television, or internet and look for announcements,
• check if you received the RCB Alert,
• follow the instructions from the services,
• do not block the 112 number without a real need,
• prepare documents, phone, and power bank if the services recommend evacuation.

Does a Siren Always Mean War?

No. A siren may indicate, among other things: a flood, fire, chemical contamination, gas leak, military threat, industrial disaster, or other serious threats to the population – and very often simply planned exercises or tests.

3. RSO – Regional Warning System

RSO is a free system operated by MSWiA in cooperation with TVP, powered by provincial crisis management centers. Warnings reach the RSO mobile app (Android/iOS), teletext, and TVP ticker, as well as the websites of provincial offices. They include meteorological warnings, hydrological (water levels), traffic announcements, local threats, and guidelines for action. The system is fully active – in 2026, about 400,000 users benefit from it, and thousands of notifications have been sent via the app (rumors about its discontinuation are untrue). It is a good complement to the RCB Alert, especially for weather and local warnings.

Are the Systems Tested?

Yes. Sirens cannot be left untested, so they are periodically checked. Residents are informed in advance about planned exercises through the media, offices, the RSO app, and increasingly also through the RCB Alert – clearly stating that these are just exercises and the signals do not indicate a real threat.

What to Prepare in Advance – Crisis Situation Kit

RCB recommends that every household have a ready evacuation backpack sufficient for at least 2 days (72 hours) outside the home, and at home – supplies for about 7 days (including at least 14 liters of water per person). The official RCB list includes, among others, a battery-operated radio with spare batteries, flashlight, documents, food for 2 days, first aid kit and medications, cash in small denominations, and basic tools. Below is a practical, extended version (power bank and phone are added by us – RCB emphasizes the battery-operated radio, as it also works without reception):

• documents (preferably in a waterproof case) and their copies,
• flashlight and spare batteries,
• power bank for the phone,
• battery-operated radio (when power and internet are down),
• drinking water and long-lasting food,
• basic medications and first aid kit,
• cash (ATMs may not work),
• a list of important phone numbers on paper,
• warm clothing, blanket, whistle, multi-tool.

Poland vs. American System (WEA)

The Polish RCB Alert and the American WEA do the same thing – warn phones in the threatened area without registration – but technically differ. RCB Alert is (as of 2026) an SMS sent by operators; the American WEA is a cell broadcast that displays an alarm with a characteristic loud signal even when the phone is muted. Poland fulfills the EU obligation to warn (art. 110 EECC) precisely through the SMS RCB Alert; work is underway to transition to cell broadcast, but as of 2026, this is still a plan, not an enforceable law. Do I need to install an app to receive RCB Alert?

No. RCB Alert is an SMS automatically sent to phones in the threatened area – it does not require any app or registration. A separate, optional app is RSO.

Why did my neighbor receive an SMS and I did not (or vice versa)?

The RCB Alert reaches phones logged into base stations covering the threatened area (the smallest is a county). If your phone connected to a mast outside the area, you may not have received the SMS – and vice versa. Coverage thus depends on location and network, not on whether you registered somewhere.

What does modulated and continuous siren sound mean?

A modulated, wavering sound of the siren for 3 minutes means alarm announcement (there is a threat – take shelter). A continuous, steady sound for 3 minutes means alarm cancellation (the threat has passed). These two signals are defined by the RM regulation of February 23, 2024 (Dz.U. 2024 poz. 290).

I hear sirens on August 1 at 5:00 PM – is this an alarm?

No, not in the sense of a threat. Sirens on August 1 at 5:00 PM ("W hour") are a signal commemorating the outbreak of the Warsaw Uprising, used especially in Warsaw and Mazovia – a moment of reflection, not a technical test or real alarm.

I am deaf or hard of hearing – how will I receive a warning?

The key is the RCB Alert (SMS to your phone) and text messages in RSO, television, and the internet. It is advisable to have sound/vibration notifications turned on and to follow official channels.
