Polish e-Services from Abroad: Trusted Profile, mObywatel, e-Delivery, e-PIT, eZUS, and IKP – A Guide to Official Sources (2026)

The Polish administration has undergone a digital revolution in recent years – and this is great news for the diaspora: more and more matters can be resolved from Chicago, London, or Sydney without a plane ticket. However, the system has its rules, exceptions, and pitfalls: some services require a PESEL number, some a trusted profile, and a few things still need to be handled in person. This guide organizes all the most important official e-services of the state – what they do, how to log in from abroad, and what they do not promise. We have verified every address and every rule at the source. Status as of July 22, 2026.

Foundation: PESEL, Trusted Profile, and mObywatel

Almost all Polish e-administration logs in through one node – login.gov.pl – which accepts: trusted profile, Polish electronic banking, e-ID, and a certificate from the mObywatel app. To use this, you need two things: a PESEL number and one of these identification methods.

1. PESEL Number – If You Don't Have One

   Poles born abroad (and their children) can obtain a PESEL number automatically when applying for a Polish passport at the consulate – the consul applies for the number on their behalf (for a child, a transcription of the foreign birth certificate is first needed, which can also be done through the consulate or any USC). The second path: application EL/W/1 to the municipality office (without registration in Poland – the District Office of Śródmieście m.st. Warsaw), where you must indicate the provision requiring a PESEL number; you can act through a proxy. Obtaining a PESEL is free of charge. The “PESEL through a bank” route does not exist.

2. Trusted Profile – Three Ways from Abroad

   (1) Polish electronic banking – if you have an account in a Polish bank, you can set up a profile in a few minutes, fully remotely. (2) Video verification – application at pz.gov.pl and a scheduled video call with an official. (3) Consulate – online application + identity confirmation during a visit (scheduled through the e-consulate). All free of charge; the profile is valid for 3 years and can be renewed online.

3. mObywatel – Digital Wallet

   The mObywatel app includes m-ID, mDriver's License, student IDs (in 2026, it also added doctoral and professional IDs), e-prescriptions, vehicle history, and PESEL blocking; e-Deliveries in the app and viewing land and mortgage registers are under development. It also works abroad (login, prescriptions, services). But be careful: m-ID is not a valid identity document outside Poland – no foreign country is obliged to recognize it; to identify yourself abroad, you need a plastic ID or passport. This is expected to change with the EU Digital Identity Wallet (eIDAS 2.0, implementation by November 2026) – for now, it remains a future prospect.

e-Delivery: The End of Notifications You Won't Receive

As of January 1, 2026, the primary channel for official correspondence is e-Delivery – the electronic equivalent of a registered letter. ePUAP has ceased to have delivery effects in most matters (it only operates where specific provisions indicate, and offices can use it among themselves until September 30, 2029).

For private individuals, the box (address for electronic deliveries, ADE) is voluntary – but for those living abroad, it is one of the most practical things you can set up: official letters come to the electronic box instead of a notification in Poland, which you will never see. You set up the box using the service “Obtain an address for e-Deliveries from a public provider” on gov.pl (requires a trusted profile or e-ID); deliveries from public entities are free of charge. For companies, this is already mandatory: new CEIDG companies from 2025, KRS companies from April 2025, and all other CEIDG companies – from October 1, 2026.

Taxes: e-Tax Office

The e-Tax Office portal (access via podatki.gov.pl) covers all matters with the tax office: Your e-PIT, fines, certificates, declaration history, micro-account. Three ways to access:

• login.gov.pl (trusted profile, banking, e-ID, mObywatel) – full access;
• authorizing data – PESEL or NIP + date of birth + amounts of income from previous declarations – limited access to Your e-PIT, but without a trusted profile; this is a gateway for those who do not yet have a profile;
• mobile app e-US.

Practical for the diaspora: the service works from abroad (no geo-blocking); from February 15, 2026, ready PIT settlements for 2025 were waiting there. With form ZAP-3, you can report a foreign address of residence and account for tax refunds (which can be foreign). You can generate a tax micro-account (individual number for PIT/VAT payments) without logging in – just PESEL or NIP is enough. Settling in Poland after years abroad? ZUS: eZUS (formerly PUE)

The ZUS portal has undergone rebranding: the former PUE ZUS now operates as eZUS – access only through www.zus.pl. You can log in via login.gov.pl, qualified signature, or login after registration. From abroad, you can handle here, among other things: pension application EMP with attachment EMZ (for those with insurance periods abroad), disability matters, A1 certificates, correspondence with ZUS, and e-visit (video call with a consultant – invaluable with a six-hour time zone difference). Health: IKP, Cross-Border e-Prescription, and EKUZ

• Internet Patient Account (pacjent.gov.pl) and the mojeIKP app: e-prescriptions, e-referrals, treatment history, POZ declaration. A parent in Poland can add you as a proxy – you can collect their e-prescriptions from the other side of the world (details in the guide on helping family from abroad).
• Cross-Border e-Prescription: you can currently redeem a Polish e-prescription in pharmacies in 10 EU countries: Croatia, Cyprus, Czech Republic, Estonia, Finland, Greece, Spain (excluding La Rioja), Lithuania, Latvia, Portugal. Conditions: prior consent in IKP (country selection), photo ID at the pharmacy, full payment (refund from NFZ after returning); excluded are narcotic, psychotropic, and compounded medications.
• EKUZ (European Health Insurance Card): necessary services in the public health system of EU/EFTA countries under the rules of that country. Change from January 1, 2026: you will submit an electronic application only through IKP or mojeIKP (the ePUAP route has been eliminated); you can still apply in person or by mail at the NFZ branch. Processing takes up to 5 working days (in summer up to 10).

Consular Matters: e-Consulate and Passport

• e-Consulate (secure.e-konsulat.gov.pl) – scheduling appointments at consulates: passports, legal and notarial matters, citizenship, USC. The system automatically generates a list of required documents. Appointments can be far away – slots are released in batches, so it's worth checking regularly. Registration does not require a trusted profile.
• You cannot fully obtain a passport online – biometrics (fingerprints, signature) require a visit to the consulate or a passport point in Poland. However, you can track the status of your application online (gov.pl, without logging in, using the application number).
• You cannot obtain an ID card at the consulate at all – the application must be submitted only at the municipality office in Poland. Consulate = only passport.
• Consular fees: as of January 1, 2026, a new tariff will apply (Dz.U. 2025 poz. 1523) – the first increase in a decade, most rates have increased by about 20–25%; rates are in euros, collected in the currency of the country of service. The current price list can be found on your facility's website (gov.pl/web/country-name).

Voting from Abroad

To register on the voter list abroad, you can do so through the e-Voting system (ewybory.msz.gov.pl) – no trusted profile is needed, just PESEL and a valid Polish passport (in the EU, an ID card is also acceptable); alternatively, you can register directly with the consulate. Voting itself is only in person at the commission (there is no online voting); a commission is formed with at least 15 voters. The system activates only after elections are announced – outside the election period, the site redirects to gov.pl. The next scheduled elections are parliamentary in the fall of 2027.
