- As a tourist, you can drive in the USA with a valid Polish driver's license. Since the document is not in English, also bring an international driver's license. In Poland, it is issued by the county office (transport department), not PZM, for 35 PLN. The Geneva model is applicable for the USA.
- When you become a resident of a state, you must obtain a state driver's license. The deadline varies by state: 30 days in New York, 60 days in New Jersey, 90 days in Texas and Illinois, and Michigan does not provide any grace period.
- In the states we checked, Poland does not have an agreement on mutual recognition of driver's licenses. In practice, you will face a vision test, a theoretical test, and a practical exam.
- The theoretical test can be taken in Polish in New York and New Jersey. Florida will conduct exams exclusively in English starting February 6, 2026, and Texas offers them in English or Spanish.
- In some states (e.g., New York, Illinois), when issuing a state document, you must surrender your Polish driver's license.
Polish Driver's License in the USA During a Visit
A person visiting the USA can drive a car with a valid Polish driver's license. States describe this differently, but the principle is similar. New Jersey allows guests to drive for up to a year on a foreign driver's license if they have an international driver's license issued in their country of residence. New York states that you do not need a New York document until you become a resident of the state.
The Polish document is in Polish, so a police officer or rental agency may not understand it. Therefore, obtain an international driver's license before your flight.
International Driver's License from Poland
- It is issued by the county office, which is the transport department in the county or city office. Contrary to popular belief, it is not issued by PZM or the consulate.
- The fee is 35 PLN for one document. There are two models: according to the Geneva and Vienna conventions. The USA is only on the list of countries under the Geneva convention, so choose this model for your trip to America.
- You need an application, a current photo, a valid Polish driver's license, and proof of payment.
- The office issues the document within 3 working days from receiving the payment confirmation. It is valid for up to 3 years.
- A proxy can handle the matter, which is useful when you already live across the ocean.
The international driver's license is only a translation. It works only together with the Polish document and does not replace the state driver's license once you reside in the USA.
You can buy "international driver's licenses" issued by private companies online. This is not a document provided for in the convention. In Poland, it is issued only by the county office.
When You Must Obtain a State Driver's License
The obligation arises when you become a resident of the state. Each state defines when this occurs and how much time you have. Examples:

Who is a resident also depends on the state. Factors include permanent residence, work, or children's school. If you are unsure whether you are already a resident, ask your state office before the deadline.
Mutual Recognition of Driver's Licenses
Some states have agreements with selected countries. A driver from such a country can exchange their driver's license without exams. We did not find Poland on these lists:
- Texas: France, Germany, South Korea, United Arab Emirates, Taiwan.
- New Jersey: Taiwan and South Korea.
- New York, California, Michigan: there is no list including Poland on the offices' websites. A holder of a driver's license from outside the USA and Canada must take exams.
Lists change, and each state maintains its own. Before your visit, check the website of the office in your state.
How to Obtain a State Driver's License
Details vary between states, but the process is similar. The office has different names: DMV in New York and California, MVC in New Jersey, Secretary of State in Illinois and Michigan, DPS in Texas.
Documents
- identity document, e.g., passport with a visa and entry confirmation or Green Card,
- proof of address in the state (the required number and types depend on the state),
- Social Security number or another document if the state requires it (California asks for SSN; rules for those without SSN vary by state),
- Polish driver's license, and if the office requests it, also a translation or international driver's license.

Vision Test
This is done at the office when submitting the application.
Theoretical Test
This is a multiple-choice test on regulations and road signs. The number of questions and the passing threshold depend on the state. In New York, there are 20 questions, and you must answer at least 14 correctly, including 2 out of 4 questions about signs. In Florida, the test has 50 questions, and you need to score 40 points, which is 80%.
Test language:
- New York: the passenger car (Class D) test is available in 20 languages, including Polish.
- New Jersey: written test in 13 languages, including Polish.
- Texas: only in English or Spanish.
- Florida: starting February 6, 2026, all exams, both theoretical and practical, will be conducted exclusively in English and without a translator.
- California and Michigan: the test is available in several languages. Check the office's website to see if Polish is among them.
Study for the test using the official handbook for your state. Offices provide it for free, often with practice tests.
Learner's Permit and Practical Exam
After passing the test, you usually receive a learner's permit. In Michigan, a person without an American driver's license must practice with it for at least 30 days before the practical exam. In New York, there is also a 5-hour pre-exam course requirement.
For the practical exam, you arrive in your own insured car. In California, a person with a foreign driver's license must have a driver who brings them to the exam and takes them back. Requirements in Selected States
New York
- 30 days from establishing residency.
- Vision test, theoretical test (also in Polish), 5-hour pre-exam course, and practical exam.
- During the practical exam, you surrender your Polish driver's license to the examiner.
- The translation must be certified by the consulate, the Department of State, or another government office. It must include your name, date of birth, expiration date, and vehicle categories.
- If you only have a learner's permit and do not have a valid foreign driver's license, you must drive with a supervisor who is at least 21 years old and licensed for the vehicle.
New Jersey
- 60 days from moving.
- Exemption from exams includes licenses from the USA and from Taiwan and South Korea. With a Polish driver's license, you must take the theoretical and practical tests.
- The written test is also available in Polish.
- A guest without residency can drive for up to a year on a Polish driver's license with an international driver's license.
Illinois
- 90 days from moving.
- You surrender your current driver's license, take a vision test, a written test, and, if required by the office, a practical exam.
- The Secretary of State's website often does not open outside the browser. Check details at ilsos.gov or at a Driver Services point.
California
- With a driver's license from outside the USA, you go through the same procedure as a driver from another state (application, SSN, identity document, proof of address, fee, fingerprint, vision test, theoretical test) and additionally take a practical exam.
- The application fee includes three attempts at the practical exam. Each additional retake costs 7 dollars.
- California issues driver's licenses to residents regardless of immigration status.
Florida
- 30 days from establishing residency.
- The theoretical test: 50 questions, threshold 80%, starting February 6, 2026, only in English.
- The TLSAE course (traffic laws and substance abuse) is mandatory only for those who have never had a driver's license in any state or country. Those with a Polish driver's license do not need to take this course.
Texas
- Up to 90 days of driving on a foreign driver's license after moving.
- Poland is not on the list of agreements, so you must take the theoretical and practical tests.
- The theoretical test is in English or Spanish. A translator can assist in conversation before and after the test, but not during.
- A driver's license in a language other than English or Spanish must be translated (translation office or consulate) before arriving in Texas.
Michigan
- No grace period.
- Vision test and theoretical test at the office, then at least 30 days of driving with a licensed adult on a temporary permit.
- The practical exam is conducted by private companies authorized by the state. Their prices are not regulated.
Truck Driver's License (CDL)
The Polish category C or C+E does not grant the right to drive a truck professionally in the USA. An American CDL is required, with separate tests. The languages of the tests are even more limited: in New York and New Jersey, there is no CDL test in Polish, and in Texas, the CDL test is only in English. Moving to Another State
Once you have an American driver's license and change states, the process is simpler. New Jersey and Texas exempt drivers with a valid license from another state from the theoretical and practical tests. You surrender your old document in the new state. The deadline for the exchange starts anew according to the rules of the new state.
What Happens to the Polish Driver's License After the Exchange
This depends on the state. In New York, the Polish document is kept by the examiner after the practical exam. Illinois also requires the surrender of the current driver's license. Texas, under mutual agreements, allows you to keep the foreign document only if you pass the exams.
