Traveling with a Dog or Cat by Plane from Poland to the USA: Documents, Carrier, and Safe Return

Separate instructions for dogs and cats, as well as for both directions of travel, including CDC, USDA, new EU certificates from October 2026, LOT rules, schedule, and document checklist.

Traveling with your own dog or cat between Poland and the USA requires reconciling three sets of rules: the country of arrival, the country or airport of transit, and the carrier. A document sufficient for one direction may not be adequate for the return. Below you will find separate paths for dogs and cats, planning rules, and a list of questions for your veterinarian and airline.

Verification: October 27, 2026. This guide primarily concerns non-commercial travel with your pet. Sale, transfer to a new owner, unaccompanied transport, and a larger number of animals may be subject to different rules. Confirm the final requirements for the entire route, travel dates, and specific animal.

First, four pieces of information about your trip

  1. Species and age of the animal on the date of entry, microchip number, and vaccination history.
  2. All countries where the dog stayed in the six months prior to entering the USA, not just the departure airport.
  3. The entire route with the first point of entry into the EU and the carrier actually performing each segment.
  4. Who is traveling with the animal, whether ownership changes, and when the return occurs.

Prepare one travel card for each animal. The same microchip number should be consistent across documents. If the microchip scan does not match the entry in the booklet, resolve this with the veterinarian before issuing the certificate.

Quick comparison of directions

TravelMain PathWhat Not to Assume
Dog Poland → USACDC: history of countries, age, microchip, and appropriate category documents; additionally, destination state and airlinePolish passport does not replace the CDC Dog Import Form
Cat Poland → USACDC health requirements and state and carrier requirementsDog import form rules are not rules for cats
Dog or cat USA → PolandGIW and EU; usually the appropriate certificate with USDA procedure or a valid EU passport meeting conditionsVaccination booklet from the USA is not automatically an entry document for the EU
Return of the same animalReassessment of the requirements of the country of arrivalThe fact of previous departure does not exempt from return requirements

Dog to the USA: start with the history of the last six months

CDC bases the path on, among other things, the countries of previous stay and vaccination location. Check the current list of high-risk rabies countries for dogs and use the Dog Importation Navigator. Do not classify the dog solely based on departing from Warsaw: previous stay in another country may change the category.

If the dog has only stayed in rabies-free or low-risk countries

According to CDC for this path, the dog must appear healthy, be at least six months old at the time of entry, and have a readable microchip. Confirmation of the CDC Dog Import Form is required. The form is free and separate for each dog. Confirmation can be printed or shown electronically.

CDC describes a six-month validity of the confirmation under appropriate conditions, but changing the indicated country of departure or staying in a high-risk country may require a new procedure. Read the form instructions and enter the actual history. Do not treat the maximum validity as a reason to ignore route changes.

If there was a stay in a high-risk country

Do not use the simplified list from the previous paragraph. In the Navigator, select the actual variant, including the vaccination location. Additional documents, procedures, or port of entry restrictions may arise. Before purchasing a ticket, confirm this path with the CDC and the carrier. An animal does not become a low-risk dog simply because the last short segment is from Poland.

Cat to the USA: different requirements than for dogs

CDC requires that the cat appears healthy upon entry. A sick animal may require further examination at the owner's expense or may not be allowed entry. CDC does not require proof of rabies vaccination for the cat for import, but vaccination is recommended. Destination state regulations and carrier requirements may be additional. Hawaii and Guam have separate rules that this guide does not replace.

Do not transfer the six-month minimum age for dogs from the CDC to cats as a universal federal rule. At the same time, the absence of such an identical rule does not mean that any young cat can fly with any airline. Determine the age permitted by the carrier, vaccinations, veterinary documentation, and destination rules. Also plan the return to Poland for the cat, which requires an assessment of EU rules.

USA → Poland: microchip, vaccination, and proper document

The basis consists of current information from the Chief Veterinary Inspectorate and the European Commission. The rabies vaccination cannot precede the required microchip identification or its proper reading. After the primary vaccination, at least 21 days must be considered before its validity begins; the veterinarian establishes the proper schedule and dates. Maintaining continuity of valid vaccinations is important for subsequent doses.

The need for an antibody test depends on the appropriate category of the country and travel history. GIW indicates an exception for countries on the appropriate EU list; do not order an expensive test solely based on an old online entry. Present the veterinarian with the full route and current requirements. Poland does not normally allow the import of young dogs, cats, and ferrets without valid rabies vaccination.

Significant change in forms in October 2026

New templates have been published on the USDA APHIS page for Poland: non-commercial will be effective from October 1, 2026, and commercial from October 17, 2026. For trips planned now, do not use an old form by chance. Choose the current form through the official website of the destination country and present it to an accredited veterinarian.

Two deadlines not to confuse

APHIS describes the validity of the non-commercial certificate for 30 days from issuance by an accredited veterinarian and the requirement for USDA approval within 10 days before arrival in the EU. These are different stages. Confirm them with the veterinarian and the approving office, considering the actual arrival date, time zones, holidays, and any potential mailing of the paper document. Do not assume that simply scheduling an appointment within the ten-day window guarantees completion of the procedure.

If you are flying through Frankfurt to Warsaw, the first entry into the EU may be Germany. Check the control point and required documentation language for the actual route. It is not enough to count days to the last airport in Poland, ignoring earlier crossing of the EU border.

When an EU passport may suffice for the return

APHIS explains the rules for using the EU passport. If the conditions for non-commercial return are met and the still valid vaccination is recorded by an authorized veterinarian in the EU, the passport may replace the certificate. If the vaccination has expired or the animal was re-vaccinated in the USA, a certificate issued by an accredited veterinarian and approved by the USDA may be required.

An American veterinarian should not fill in the sections of the passport reserved for “Authorized Veterinarian” in the EU sense. A printed booklet titled pet passport is not automatically an official EU passport. Before leaving Poland, ask the veterinarian to check the document and dates, and in the USA, do not allow random information to be added to reserved fields.

Non-commercial travel: who travels with the animal

GIW describes a written declaration of the non-commercial nature of the trip and the connection of the animal's movement with the owner's travel, with an appropriate five-day window. An authorized person and transport without the owner require proper documentation. Sale or transfer of the animal and exceeding the usual limit of five animals may direct the matter to other rules. Do not classify transport solely based on whether you paid the transport company.

In the case of adoption, purchasing a puppy, or transporting an animal to someone else, determine the category with the appropriate authority before booking. This guide does not present the commercial procedure as a shorter version of the tourist one.

LOT: example of cabin rules, not a rule for all airlines

According to LOT, the cabin limit is 8 kg including the animal and carrier. The specified dimensions are 55 × 40 × 20 cm for B787, B737, and B777 and 45 × 30 × 20 cm for E70, E75, E90, and E95. The animal must be able to stand, turn around, and lie down in the carrier. The number of spots for animals is limited, and the price depends on the flight.

Do not confuse the general minimum age provided by the airline with the CDC requirement: a dog entering the USA must meet the requirement of at least six months, even if the carrier allows younger animals on another route. Also confirm vaccination requirements and segments serviced by another airline. The LO code on the ticket does not always mean that every plane operates LOT.

Before purchasing, ask for confirmation of animal transport on each segment and in each direction. Changing the type of aircraft may change the acceptable carrier. Do not base your decision on the label “airline approved” on the bag: acceptance is assessed by the carrier for a specific flight.

How to choose a carrier and prepare the animal

IATA publishes guidelines for transporting and selecting containers. There is no universal box suitable for every animal and flight. Measure the animal in its natural position and check if it has actual freedom of movement, proper ventilation, and a stable base when closed. Cabin and hold rules are not identical.

  1. Set up the carrier at home for a few weeks before the flight and allow the animal to gradually get acquainted with it.
  2. Put appropriate bedding and a familiar, safe item inside, if allowed by the carrier.
  3. Practice short, calm stays in the closed carrier, without forcing long hours of isolation on the first attempt.
  4. Establish a feeding, water, and medication plan with the veterinarian tailored to the animal's health and the length of the trip.
  5. Practice putting on a harness. During security checks, avoid situations where a frightened cat or dog escapes when the carrier is opened.

IATA cabin guidelines discourage routine pharmacological sedation for flights. Do not give the animal human medication or a remedy chosen from the internet. Medical decisions are made by a veterinarian familiar with the animal, and the airline must be informed according to its procedure. For breeds and animals with respiratory issues, individual assessment of travel ability is particularly important.

The indicated weeks are an organizational buffer, not an official deadline guaranteeing admission. Tests, lack of valid vaccination, or high-risk country may require significantly earlier actions.

Travel folder and cost checklist

  • Current identification document for the animal and vaccination confirmations.
  • Proper certificate along with approval and declarations or a valid EU passport if it meets the conditions.
  • Confirmation of the CDC Dog Import Form for the dog and additional category documents if applicable.
  • Confirmation of transport reservation on each segment, contact details of the airline and veterinarian.
  • Paper copies and offline, without relying solely on the phone.

Break down the budget into the visit, vaccination or tests, document issuance, approval, potential shipping, carrier, airport transport fee. We do not provide a single price for the entire trip: it depends on the animal, route, and services. Ask for a detailed estimate and check if it includes the return procedure.

What to do after a flight change

First, check the new date of the first entry and the animal's admission to the new flight. Then compare the dates on the documents. Contact the issuer and the appropriate institution if the new dates exceed validity; do not correct them yourself. If the country of departure for the dog to the USA or its stay history has changed, go through the appropriate CDC instructions again.

FAQ

Does a dog with a Polish passport need a CDC form?

Yes, entry into the USA is assessed according to CDC requirements. The EU passport serves other purposes and does not replace this form.

Does a cat need a CDC Dog Import Form?

This is not a form for cats. The cat must meet the appropriate health, state, and carrier requirements.

Can I return to Poland with an American vaccination booklet?

The booklet alone is not automatically the correct entry document. Determine whether you need a certificate or if you can use a valid EU passport.

Can the bag dimensions be exceeded if it is soft?

Do not assume such consent. Confirm requirements for the specific flight; the animal must have proper conditions inside.

Is it allowed to sedate the animal for the duration of the trip?

Do not make this decision independently. Discuss health and potential treatment with the veterinarian; routine sedation for flights is discouraged in IATA guidelines.

Does a ticket with an animal handle border formalities?

No. Booking the service and admission to entry are separate matters that must be correct simultaneously.
