Car in Poland During Your Visit and After Returning: Rental, Liability Insurance, Fines, and Vehicle Registration (2026)

The alcohol limit is 0.2‰, pedestrians have priority before entering crosswalks, repeat offenses double fines (up to 5000 PLN) – plus good news: state highways are free for passenger cars. You are renting a car for three weeks of vacation – or returning permanently and buying your first car in Poland in a decade. In both cases, you will encounter several surprises: an alcohol limit of 0.2‰ (as opposed to the American 0.08%), pedestrians have priority before entering crosswalks, repeat offenses double fines, vehicle registration within 30 days, and a UFG fine of up to 9610 PLN for one day… well, for a longer gap in liability insurance. This guide collects everything a driver from the USA or the UK needs to know in 2026 – from highway fees (most are already free for passenger cars) to buying and registering a car step by step, according to official regulatory texts.

Rental: What to Expect

  • Typical Conditions: minimum age of 21 and a driver's license for at least one year, credit/debit card for deposit hold (usually up to about 2500 PLN, more for premium cars), a second form of ID; liability and comprehensive insurance included, you will pay extra to waive the deductible. Drivers under 25 usually pay a "young driver" fee – check the specific company's pricing. Traveling abroad requires the rental company's consent (and usually a fee), typically only to the EU.
  • American Driver's License: additionally obtain an international driver's permit (IDP, about 20 USD) from AAA – rental companies and regulations expect it; details in the guide on driver's licenses for the Polish diaspora.
  • Pickup Ritual: photograph the car from all sides (and the odometer) upon pickup and return, report any scratches in the protocol, check the fuel policy. This is the most effective protection against additional charges on the bill.

Highways: A Pleasant Surprise

As of July 2023, state highway sections are free for passenger cars, and the e-TOLL system does not apply to vehicles under 3.5 tons – you do not need any app. Only concession sections remain paid (status: 2026):

Regulations That Surprise Drivers from the USA

  • Alcohol: 0.2‰ – which means practically zero drinks before driving (the American 0.08% is about 1.7‰!). From 0.5‰ it is a criminal offense, and at 1.5‰ (or 1‰ in repeat offenses/accidents) there is a risk of vehicle confiscation – for a rented vehicle: its equivalent value.
  • Pedestrians: not only pedestrians on the crosswalk have priority, but also those entering it – slow down before every crossing. Failing to yield to a pedestrian: 1500 PLN (3000 PLN in repeat offenses).
  • Speed Limits: built-up areas 50 km/h at all times, dual carriageway 120, highway 140. Low beam lights must be on at all times.
  • Phone in Hand: 500 PLN. Child under 150 cm tall: child seat (300 PLN fine for not having one).
  • Repeat Offenses: a second identical serious fine within 2 years = double the rate. Exceeding the speed limit by 31–40 km/h is 800/1600 PLN, over 70 km/h – 2500/5000 PLN.

Speed Cameras and Fines: Will They "Reach" America?

Speed cameras, section speed measurements, and red light cameras are managed by CANARD (GITD). For a rented car, the summons goes to the rental company, which identifies the renter and almost always adds an administrative fee according to the contract – and correspondence may arrive at your American address. Honestly about enforcement: there is no treaty between Poland and the USA for collecting fines, so enforcing payment in America is practically unlikely – but an unpaid case does not disappear and may wait in Poland (this is important if you visit regularly or have a Polish driver's license – then points are also added, which are removed a year after paying the fine). The simplest solution: drive according to the regulations, and simply pay any potential fine.

Buying a Car After Returning – Step by Step

Check Vehicle History for Free

The government service Vehicle History (via gov.pl/moj.gov.pl): registration number + VIN + date of first registration provides a report with the number of owners, odometer readings from inspections since 2014, validity of inspections and liability insurance, and theft status. For imported cars, request source documents.

Contract and PCC Tax

When buying from a private individual, as the buyer you pay PCC 2% of the market value – PCC-3 declaration within 14 days (online via e-Tax Office); exemption below 1000 PLN, and when purchasing with a VAT invoice from a dealership, there is no PCC at all.

Registration Within 30 Days

Department of Motor Vehicles: approximately 160 PLN total (registration certificate, temporary permit, plates 80 PLN; personalized plates 1000 PLN). Delays over 30 days incur an administrative penalty.

Liability Insurance from Day One

Liability insurance is mandatory without a single day of interruption – UFG automatically detects gaps, and the penalty for a break longer than 14 days in 2026 is double the minimum wage, which is about 9610 PLN (shorter breaks: approximately 4810 and 1920 PLN respectively). When buying a car, you can use the seller's liability insurance until the end of the policy – but cancel it and buy your own, as the seller's policy does not renew automatically. Comprehensive insurance is voluntary, worth considering for newer cars.

Importing a Car from the USA – In Brief

A car from outside the EU incurs: customs duty of about 10% + VAT 23% (on the value including customs and transport) + excise tax: 3.1% (engine up to 2.0 l) or as much as 18.6% (over 2.0 l); hybrids pay half the rate, and electric and hydrogen vehicles are exempt from excise tax (plug-ins up to 2.0 l – exempt until the end of 2029). The American steering wheel on the left side is not a problem; a technical inspection and possible adjustments (lights) will be required. Or Maybe Without a Car at All?

For a vacation in a large city, a car can be unnecessary: rides with Bolt/Uber are cheap by American standards, car-sharing (e.g., Traficar) charges by the kilometer, and the train connects Warsaw, Kraków, Trójmiasto, and Wrocław well. Remember about paid parking zones – in Warsaw Mon-Fri 8:00 AM–8:00 PM, the first hour is 4.50 PLN (subsequent hours are more expensive). A car is really useful outside of metropolitan areas – and there, renting for a few days often beats maintaining a car for the entire stay.
