Driver's License for the Polish Diaspora: Exchanging American for Polish, Polish Abroad, and International Law (2026)

You can exchange an American driver's license for a Polish one only after passing the theoretical exam (available in English); a tourist from the USA needs an IDP from AAA; Polish driver's licenses in Illinois/NY/NJ require state exams (no reciprocity). The consulate does not exchange documents – but you can arrange this through a proxy; IDP in Poland is issued by the starosta (35 PLN), not PZM.

“I have had a driver's license from Illinois for 20 years, I can just exchange it in Poland” – unfortunately, no. An American driver's license does not conform to the models of the road traffic convention, so exchanging it for a Polish one requires passing the Polish theoretical exam. This also works the other way: a Polish driver's license in states with a large Polish diaspora (Illinois, New York, New Jersey) cannot be simply exchanged – after settling, you will face state exams. This guide unravels all scenarios: a tourist from the USA in Poland (and why just having an American driver's license is not enough), exchange upon return, renewing a Polish document from abroad (the consulate does not do this!), and international driving licenses on both sides of the ocean.

Driving in Poland with an American driver's license?

  • You also need an International Driving Permit (IDP). The USA is a party to the 1949 Geneva Convention (not the Vienna one), and American forms do not conform to the convention models – the US embassy in Poland states clearly: an American driver's license without an IDP is insufficient. You can obtain an IDP for your American document at AAA for 20 USD (in person, by mail, or online). Rental companies (e.g., Enterprise) strictly require IDP from customers from the USA and Canada.
  • Time limit: 185 days. A foreign driver's license ceases to be valid in Poland after 6 months from obtaining permanent or temporary residence – a tourist can drive without issues, but a person who has returned permanently has six months to exchange it.
  • EU driver's licenses are valid in Poland without any exchange; British licenses (convention model) can be exchanged without an exam.

Exchanging an American driver's license for a Polish one

Prepare documents

Application to the communication department (starostwo/municipal office) according to your place of residence: photo, identity document, photocopy of the American driver's license with sworn translation, fee of 100 PLN. The office will verify the document with the American issuer – the verification itself may take several weeks, and the document is issued within 9 working days after that.

Pass the theoretical exam

Since the American form does not conform to the convention models, a condition for the exchange is passing the theoretical part of the state exam at WORD (32 questions, 25 minutes, threshold 68/74 points) – available also in English. There is no practical exam for the exchange. To register for the exam, you need a PKK number (driver candidate profile) – you will set it up at the same communication department.

Return the American document

A condition for receiving the Polish driver's license is returning the foreign one – the office sends it back to the issuer. If you want to keep your American rights “for trips,” consult with your state's DMV about the possibility of reissuing.

Your Polish document expires, and you live in America?

The consulate does not exchange driver's licenses – this is the exclusive competence of the starosta in Poland. The good news: you can submit an application for exchange/renewal (100 PLN, within a month) by mail, via ePUAP, or through a proxy in Poland – give a close person a power of attorney and handle the matter without flying back (current medical examinations will be needed if the validity period was based on them). Remember: driver's licenses issued from January 19, 2013, are valid for a maximum of 15 years – check the date on your document, as the right itself does not expire, but driving with an invalid document is an offense.

What else is worth knowing (2025/2026)

  • mObywatel: mPrawo Jazdy works during checks in Poland, but not abroad – take the physical document to America. New: after passing the exam in Poland, a 30-day temporary electronic driver's license works in the app (“Pass and Drive”).
  • Penalty points: are removed after one year from paying the fine; once every six months, you can reduce up to 6 points through paid training at WORD.
  • Alcohol – the most important cultural difference: the Polish limit is 0.2 per mille (in practice, “zero drinks”), not the American 0.08%. From March 2024, at 1.5 per mille (or 1 per mille in recidivism/accident), there is a risk of confiscation of the car or its equivalent value – this also applies to rented cars (equivalent value). Cheat sheet: flying to Poland for vacation → obtain IDP at AAA (20 USD) before departure; returning permanently → you have 185 days, register for the theory (available in English) immediately upon arrival; living in the USA, and your Polish document expires → proxy + communication department; moving to the USA → prepare for state exams, Polish IDP (35 PLN at the starosta) will buy you time to start.
