Driving licence UK — how to exchange a Polish driving licence for a British one (DVLA)

A Polish driving licence is valid in the UK for up to 12 months for tourists, but UK residents must exchange it within 12 months of assuming residency, with specific rules applying post-Brexit.

UK driving — overview

A UK resident must have a valid UK driving licence. A Polish licence has limited validity for UK residents.

Visitor status

A Polish licence is valid in the UK for:

  • 12 months from arrival if "non-resident" (tourist, short stay)
  • Only requires Polish licence + passport

Resident status

After 12 months as a UK resident, YOU MUST:

  • Exchange your Polish licence for a UK licence, OR
  • Pass the UK driving test (if the licence is from a non-designated country)

Polish licence — exchange

Pre-Brexit Polish licence (issued before 1 Jan 2021)

Exchange without a test:

  • EU/EEA designated country
  • Polish licence valid
  • UK licence valid until the Polish licence expiration date (NOT 70 years as full UK)
  • After expiration — UK renews normally

Post-Brexit Polish licence (issued after 1 Jan 2021)

Status complicated — depending on UK-EU agreements:

  • Currently still possible to exchange without a test (EU members fall under "designated country" rules)
  • Some EU countries require a practical test post-Brexit — check current regulations
  • Poland generally cooperative

Categories

The UK exchanges categories from the Polish licence. Typically:

  • Polish B → UK B (car)
  • Polish A → UK A (motorbike)
  • Polish C, D → UK C, D (truck, bus) — may require additional medical tests

Exchange procedure

Step 1: Download form D1

  • Post Office (larger branches)
  • Online: gov.uk/driving-licence-categories — order online
  • Free form

Step 2: Fill out D1

Required:

  • Personal details (full name, DOB, addresses for the last 3 years)
  • National Insurance number (if you have one)
  • Health declarations (any conditions affecting driving)
  • Polish licence details

Step 3: Compile documents

  • Completed D1
  • Polish driving licence (original)
  • Passport or BRP (original or certified copy)
  • Passport-style photo (color, 35×45mm, recent)
  • £43 fee (cheque, postal order, or debit card)

Step 4: Send to DVLA

Address: DVLA, Swansea, SA99 1BR.

Exchanging at the post office does NOT work for foreign licence exchange — you must mail to DVLA.

Step 5: Wait 3 weeks

  • You will receive your new UK photocard licence by post
  • Polish licence: you will get it back OR it will be retained by DVLA — sometimes they return it cancelled
  • In some cases — processing time may be longer (up to 6 weeks)

Step 6: Check

  • UK photocard licence — front card with photo + details
  • Paper counterpart (sometimes) — history of points

Cost

  • £43 — exchange foreign licence (2024-25)
  • £43 — renewal UK licence after 70 (every 3 years)
  • £14 — UK photocard renewal at age 70+
  • £0 — replace lost/damaged for renewals over 70

UK licence — validity

Standard photocard licence

  • Valid until 70 years
  • After 70 — renew every 3 years (free for seniors in case of medical clearance)
  • Photo refresh every 10 years (£17 fee)

Provisional licence

For learner drivers before full test. Polish drivers don't need it (Polish licence converts to UK).

Drive in the UK without exchange

Visitor (up to 12 months)

  • Polish licence + passport — OK
  • Beyond 12 months — illegal driving

International Driving Permit (IDP)

  • NOT required for EU licences in the UK
  • Polish licence (EU format) is sufficient

UK driving — different from PL

Left-hand traffic

  • Steering wheel on the right side
  • Left-hand traffic
  • Roundabouts — give way to the right (opposite to PL)

Speed limits (mph)

  • 30 mph (~48 km/h) — built-up areas
  • 40 mph (~64) — some suburban
  • 50 mph (~80) — some roads
  • 60 mph (~96) — single carriageway
  • 70 mph (~112) — motorways, dual carriageways

Drink driving

  • England, Wales: 80mg alcohol per 100ml blood (=0.08% BAC)
  • Scotland: 50mg (=0.05%) — lower
  • Lower than most of the EU but higher than many countries
  • Penalty: licence ban, fine, sometimes prison

Insurance, road tax (VED), MOT

All cars MUST have:

  • Insurance — minimum third party, £400-1,500/year
  • VED (vehicle excise duty / road tax) — £20-600/year depending on emissions
  • MOT — annual safety + emissions check (cars 3+ years), £55 max

Practical tips

  • Exchange within 12 months after becoming a resident
  • D1 form from the post office
  • £43 fee for the exchange
  • 3 weeks typically for processing
  • Polish licence returned sometimes cancelled
  • UK licence valid until 70
  • Photo renewal every 10 years
  • Left-hand traffic — adaptation required
  • Insurance + VED + MOT are mandatory
  • Lower drink drive limit than in PL
